Steve Francis is a trusted guide in the often complex world of Indigenous relations and consultation—known for his calm demeanor, legal insight, and commitment to practical, respectful engagement. A proud member of Nekaneet First Nation in southwest Saskatchewan, Steve is the President of 3S Consulting Services, a Calgary-based Indigenous-owned firm that provides strategic advice, training, and policy development services to industry, governments, and Indigenous communities across Canada.
With three decades of experience spanning federal government, energy companies, and community-based organizations, Steve has built a career focused on improving relationships between Indigenous Peoples and the Crown, and strengthening Indigenous participation in energy and economic development. Drawing on his Bachelor of Laws from the University of Ottawa and a Bachelor of Arts from the University of Regina, Steve brings both legal acumen and deep cultural awareness to every conversation, project, and partnership.
Steve’s career included pivotal roles at TransCanada and Shell Canada, where he helped develop internal Indigenous relations frameworks, advised on regulatory engagement strategies, and led negotiations with First Nations and Métis communities. At Shell, he co-created a national Aboriginal Negotiation Framework and a risk mitigation tool that is still referenced today. His ability to balance business needs with Indigenous rights and priorities has earned him the respect of leaders across sectors.
Since founding 3S Consulting in 2017, Steve has become a sought-after facilitator and speaker, offering training sessions on Indigenous awareness, consultation, negotiation, and economic reconciliation. He also reviews submissions to the Canadian Council for Indigenous Business's Partnership Accreditation in Indigenous Relations (PAIR) program and provides strategic direction as a board member of Nekaneet Management Limited, the Nation’s economic development corporation.
Steve and Anne Harding have worked closely together since 2019, co-developing and co-delivering IAP2 Canada’s Indigenous Engagement training programs and presenting Indigenous Awareness sessions to a wide range of corporate and municipal audiences. Their collaboration is built on mutual respect and shared values—demonstrating the kind of reciprocal relationship they hope to inspire in others.
